header area color problem

hello,i've added a logo and changed the color scheme of header. the logo is white and the color that i chose is dark. i can see the changes in my own browser. but when i enter the site from another ip header color turns to white. why is that for? how can i fix this problem?THIS ONE IS WHAT I SET.
