Fatal Error - on widgets plugin already tried adjusted memory on php

Fatal error: Allowed memory size of 419430400 bytes exhausted (tried to allocate 20 bytes) in /home/awards/public_html/wp-includes/wp-db.php on line 1479I know that this is usually a problem with the server. I installed this just fine on one site on my server but on another site it would not work. It hung up on the widgets plugin and once I tried to install that particular plugin it would get a memory time out and no amount of raising the memory limit would work with php.ini. I also tried de-activating plugins to see if that was the problem.I'm so bummed because I love this theme so much and really want to use it for my main site. It worked great on my test site.
