Unable to Edit Elements

Whenever I click on the "Edit settings of this element" wrench icon, the whole page gets dark, and I am unable to do anything on the page, nothing on the page can be clicked. I have to hit the ESC key to go back. I've tried this on existing pages as well as newly created pages, I get the same results.PLEASE HELP!
