Mobile device page layout

On our website, I'm wanting to have the product category at the top for mobile devices; however, no matter how I do the layout it stays at the bottom. Is there a way I can get the product category menu to the top of the page? If so, is it possible to make it into a drop down form on mobile only?Thank you.
