Rating Setting

Hello,I do not seem to be able to find Rating Settings. I only find settings related to ratings under Theme Option > Blog and in Individuals posts. I am trying to make ratings the same for every posts.Additionally, in the database, are the ratings recorded at the post level only or are they also recorded at the user level and/or membership level? I am wondering whether I could use some data analytics magic, so I am trying to get a sense of how granular the ratings are.Cheers!
