uploading new images appear to be broken file and image not shown on the page

Hi,
I am trying to upload new image but it appears in grey as broken image and not showing in the webpage.
Please advice what to do on this.
Also, 2 more issues here.
1. I try to make changes to the theme option setting and the ERROR message appear as The CSS folder...is not writeable.
2. I have been trying to use paralax function but i have no idea how to put the text on the image. DO you have the documentation guiding how to use this?
I have tried putting the image as background and the text in the text view but it appears that the text is below the image when i update the page.
